Diego Molano Vega
Minister of Information and Communication Technologies
The Minister of Information Technology and Communications, Diego Molano Vega is an electrical engineer, born in Tunja, Boyacá a Department of Colombia, with a master in economics from the Universidad Javeriana and a Masters in Business from the Institute for Management Development (IMD), Lausanne, Switzerland. He has over 20 years of experience in the industry of information technology and communications, ICT, in both public and private sectors.
He has held executive positions in multinational companies such as Ascom (Switzerland), Bellsouth (USA) and Telefónica (Spain), in which he has been responsible for the operation in areas of corporate relations, regulation and wholesale businesses in 18 countries of the world.
In the firm Telefonica, for example, he directed research and publications on the impact of technology on public health, banking, in the justice sector, education, small and medium enterprises and productivity, competitiveness and innovation in Latin America.
Molano Vega was director of the National Telecommunications Commission (CRT) between 1996 and 2000. His management focused on the liberalization of the sector and in its wake there was an increase in competition and private foreign investment in the country.
He has served on the boards of important major international business organizations like the Iberoamerican Association of Telecommunications Operators (Ahciet) the Business Economic Forum of Mercosur (MEBF), European Business Forum, EUBrasil and the Chamber of Commerce of Colombia in Spain. He was founder and president of the Telecommunications Regulators Association of Latin America (Regulatel) and member of the board of 4-72, the postal network in Colombia that operates the National Postal Services SA
On August 6, 2010 was appointed Minister of Information and Communications technologies (ICT) by the president-elect of Colombia, Juan Manuel Santos and on August 7 began his ministerial functions.
María Carolina Hoyos Turbay
Viceminister of Information and Communication Technologies
The Vice Minister of Information Technology and Communications is a social communicator and journalist from the Pontificia Universidad Javeriana and has Masters in Business Administration with an emphasis on strategic marketing from the Universidad Francisco Vitoria de Madrid.
María Carolina is a specialist in marketing management from the University of San Francisco California, Fellow of the Eisenhower Fellowship 2009 in Telecommunications Sector Development. In addition she advanced her studies in advanced global strategic marketing at Harvard University and in the program of policy agenda for dissemination of information technology and digital content convergence in the Advanced Institute of Science and Technology of South Korea.
She is also Director of finance and management control of Stetson University; at the University of California she studied models of e-commerce business and specialized in creating value in the market at the University of Chile.
Maria Carolina is a consultant and international speaker on digital content, she served as adviser to the office of former Minister of Tic María del Rosario Guerra from August 2009 to January 31, 2010. She was designated delegate of the National Government in the Board of Directors of the National Television Commission in March 2007, an organization where she held management between January 2008 and February 2009. She was executive director of the Corporation General Gustavo Matamoros D'Costa of the Ministry of National Defense.
The Viceminister Hoyos Turbay has extensive experience in the media, she was director to the National News for three years, she also led the weekend broadcasts of the National Report, served as anchorwomen and director of the research program "With You", and she worked in the radio station Todelar and Cadena Super and founded the magazine NEWS.
Hoyos Turbay was nominated for the Simón Bolívar Journalism award in the category of best television chronicle for the report "It is possible to live again," in addition her news program was nominated for best news cast in the TV y Novelas awards and received a nomination for best news coverage of a news on television in the Simon Bolivar awards with the chronic "National Tragedy" filmed while covering the earthquake tragedy in the coffee region of Colombia.
SUZY SIERRA RUIZ
Secretary General (E) of the Ministry of Information Technology and Communications.
The Secretary General of the ICT Ministry is an attorney with practice in the Colombian public sector in various positions at the consultant and managerial level, with more than six years of experience in the communications industry. She has a Master in Law from the University of Amsterdam, attorney of the Sergio Arboleda University, Professor and Fellow of the same University.
Since October 2010 she has served as Director of Surveillance and Control, a position from which she has reiterated her great ability as a public manager and has demonstrated full commitment to this institution and the country.
During her professional life, Suzy Sierra has extensive experience in the telecommunications sector in Colombia; she held positions as advisor to the Vice Minister of Communications, the Telecommunications Regulatory Commission, to the Secretary General of Colombia Telecommunications and to the Legal Vice-President of Telefonica Colombia.
She has worked in other areas of the public sector such as Head of the Legal Office of the Ministry of Foreign Affairs.
