International Affairs

International Information Multilateral Organizations The Multilateral Organizations with which the Ministry of Information Technology and Communications has a relationship with are as follows: Inter-American telecommunications Commission -CITEL- Andean Committee of Telecommunications Authorities -CAATEL- United Nations Educational, Scientific and Cultural Organization -UNESCO- The International Mobile Satellite Organization -IMSO- International Telecommunications Satellite Organization -ITSO- Program of the society of the Information of CEPAL Mesoamerica Project International Telecommunications Union -UIT- Postal Union of the Americas, Spain and Portugal--UPAEP- Universal Postal Union -UPU- Bilateral Relations The ICT Ministry has established bilateral relations with the following countries: People's Republic of China On April 6, 2005 a Memorandum of Understanding was signed between the Government of the Republic of Colombia and the Government of the People's Republic of China in order to facilitate cooperation and exchange of ICT and personnel between both parties through training programs, promote partnerships to achieve mutual recognition agreements on certification of terminal telecommunications equipment; facilitate the exchange of information related to national policies on telecommunications, particularly in telecommunications and mobile broadband. As well as the initiation in conjunction or coordinated programs of research and experimentation in order to facilitate specialized training or professional. Colombia participates actively in the Expo Shanghai event in order to demonstrate the progress in ICT and to project it as a destination country for foreign investment. Costa Rica On November 5, 2009 an agreement was signed which aims to establish the general conditions by which the Ministry of Information Technology and Communications of Colombia and the Interinstitutional Commission for Digital Government of Costa Rica, implement cooperation programs and Exchange on the scientific and technical aspects. Republic of Ecuador The Agreement signed on December 20, 2006 is to establish between the Ministry of Information Technology and Communications of Colombia, and the National Council for Radio and Television of Ecuador, CONARTEL, the frequency allocation plan and cooperation procedures required for the allocation and use of radio broadcasting channels and VHF and UHF Television Broadcasting in order to achieve a satisfactory service in their respective border areas. Republic of France The agreement signed in 2009 has been in effect between the Ministry of Economy, Industry and Employment of France and the Ministry of Information Technology and Communications of Colombia, which has as main objective to promote cooperation among ministries, agencies, businesses and institutions in the field of Information Technology and Communications ICT and the postal services of the French Republic and the Republic of Colombia to promote initiatives aimed at sharing experiences, providing policy advice, technical and to promote projects of mutual interest. Also, on February 11, 2008 an agreement was signed between the National Agency of Frequencies of France and the Ministry of Information Technology and Communications of Colombia whose purpose is to promote cooperation between the two parties in the field of radio communications through the exchange of information and experiences, organizing forums and bilateral meetings and common submissions for reviews and advice. India On April 1, 2002 a Memorandum of Understanding was signed between the Ministry of Information Technology and Communications of Colombia and the Ministry of Communications and Information Technology of India. This Memorandum aims to implement a technological and industrial cooperation that will promote business relations between the two parties, including topics such as ecommerce, eGovernment, eHealth, among others. Dominican Republic On May 18, 2009 a cooperation agreement was signed between the Dominican Telecommunications Institute (INDOTEL) and the Ministry of Information Technology and Communications of Colombia which aims to cooperate in the exchange of experiences and good practices in the field of digital social inclusion projects, promoting plans, programs, projects, initiatives and joint policies between both entities, resulting from a bilateral strategy for the Promotion of the Information Society and Knowledge, contributing to the strengthening of economic development and social organization of both countries, envisioning the ICT as a fundamental tool for the progress of its people. The Ministry of Information Technology and Communications of Colombia has supported the implementation of the initiative "Healthy Internet" in the Dominican Republic, collaborating with the use of communicative pieces originally designed for the "Healthy Internet" program in Colombia and providing advice on the design and implementation of measures. Republic of South Korea On January 31, 2008 a Cooperation Agreement was signed between the International Cooperation Agency of Korea (KOICA) and the Program for Social Action of the Presidency of the Republic together with the Ministry of Information Technology and Communications of Colombia in order to support the implementation of major projects for the National ICT Plan particularly in the following topics: 1. Promotion of the ICT culture 2. Promotion of ICT use in Mipymes 3. Promotion of the ICT industry 4. Measuring the level of ICT education in Colombia The Ministry of Information Technology and Communications, based on the CONPES document 3507of 2008, managed to achieve an international loan with EXIM Bank of Korea in order to design and implement the Center of High Level in ICT. The creation and launch of CIFANTIC will be financed with resources from the ICT fund and the aforementioned credit.
