2023

For 2023, within the framework of the different cooperation and international scenarios in which the ICT Ministry participates on behalf of Colombia, the following events will take place:

The International Telecommunication Union ITU will hold several meetings such as The World Radiocommunication Conference (20 Nov - 15 Dec /Dubai, United Arab Emirates), the Second Session of the Preparatory Meeting for the 2023 Conference, and the First Preparatory Session for WRC-27. The Mobile World Congress organized by the Global Mobile Ecosystem Association (GSMA) will be held in Barcelona (27 Feb - 2 Mar).

As part of the Committee on Digital Economy Policy CDEP of the Organization for Economic Cooperation and Development (OECD), the Ministry plans to participate in the 91st Session of this Committee in the first half of the year, as well as in the meetings of its working groups on Communication Infrastructure and Services Policy (CISP), Measurement and Analysis of the Digital Economy (MADE), Data Governance and Privacy (DGP), and Security in the Digital Economy (SDE); and in the 92nd Session in the same scenario, towards the end of the year in Paris.

As for the Permanent Steering Committee of the Inter-American Telecommunication Commission (CITEL), within the framework of the Organization of American States (OAS), the 41st Meeting of its Steering Committee (COM/CITEL) will be held with Colombia as host country (Nov. 1-3). In April and May, the 42nd Meeting of the CICC and the 41st Meeting of the CCPII will be held, and in August, the 43rd Meeting of the CICC and the 42nd Meeting of the CCPII will be held. Finally, meetings of the various working groups will be held, including the CITEL Preparation for Regional and World Radiocommunication Conferences during WRC-23.

On the other hand, the XXV Regional Meeting of the Mesoamerican Forum of Telecommunication Authorities (FMAT), organized by the Mesoamerica Project, will be held virtually (first half of 2023).

Within the framework of the Postal Union of the Americas, Spain, and Portugal (UPAEP), the Extraordinary Congress 2023 of the Universal Postal Union (UPU) and the Consultative and Executive Council of the Postal Union of the Americas, Spain, and Portugal (UPAEP) will be held towards the end of the year.

In addition to these scenarios, the Ministry will also participate in different meetings, forums, roundtables, webinars, panels, and symposiums in different strategic scenarios for the information and communications technology sector at the international level, which will be managed by the International Bureau in a timely manner.

2022

International participations of MinTIC 2022:

Throughout 2022, the ICT Ministry and its affiliated entities participated in different meetings of the international cooperation and positioning scenarios of which Colombia is part.

Within the framework of the International Telecommunication Union (ITU), the Ministry participated in the World Telecommunication Standardization Assembly (WTSA 20), the World Development Conference (WTDC-21) and the ITU Plenipotentiary Conference (ITUPP22). At WTSA, the new structure of the ITU standardization sector study groups were defined, adapting it to the new challenges of the standardization sector; and the sector's Rules of Procedure were updated in accordance with the ITU Constitution and Convention and the responsibilities and mandates of the ITU-T Sector Study Groups, among others. The WTDC adopted a forward-looking agenda to address the global connectivity gap, the Kigali Action Plan charts a course for digital development that aligns closely with the Sustainable Development Goals (SDGs) set by the United Nations for 2030 and defined the work plan of the ITU Development Sector (ITU-D) until the next WTDC. ITUPP22

Moreover, as part of the Organization for Economic Cooperation and Development (OECD), the Ministry attended the 87th, 89th and 90th sessions of the Committee on Digital Economy Policy (CDEP). During these sessions, the CDEP secretariat presented a proposal such as the realization of an OECD Global Technology Forum, discussed the preparations for the CDEP Ministerial meeting, and several strategic texts for the sector on issues such as data protection.

The Ministry also participated in the annual Mobile World Congress organized by the Global Mobile Ecosystem Association (GSMA) and the EXPODUBAI exhibition.

About Permanent Steering Committee of the Inter-American Telecommunication Commission (CITEL), within the framework of the Organization of American States (OAS), the Ministry coordinate the VIII Regular Meeting of the CITEL Assembly (virtual) and the 39th Meeting of COM/CITEL (in Bogota). From CITEL Assembly approved the Washington Declaration, which is CITEL's roadmap for the next 4 (four) years (2022-2026), and the Strategic Plan, which contains both CITEL's objectives and strategic goals and is a tool for management, analysis, and decisions-making. It also participated in the meeting of the COM/CITEL Working Group to prepare for the ITU Plenipotentiary Conferences, the 39th and 40th Meetings of the CCPII and the 40th and 41st Meetings, among others.

As part of the Pacific Alliance PA, the Ministry lead Colombia's participation in ICT matters in the technical rounds of the Technical Groups and Committees; in the XXIX and XXX Ordinary Meeting of the Andean Committee of Telecommunications Authorities (CAATEL); and in the 155th Extraordinary Session of the Andean Community Commission. Delegates from the Ministry also took part in the VII Ministerial Meeting of Digital Government of the Americas and the XVI Annual Meeting of the GEALC Network and participated in the Regulatory Forum of the Postal Union of the Americas Spain and Portugal (UPAEP) and the Sessions of the Postal Operations Council and the Postal Innovation Forum.

In addition to these scenarios, the Ministry participated in different meetings, forums, working tables, webinars, panels and symposiums in different strategic scenarios for the information and communications technology sector at the international level, such as the Convention on the Rights of Persons with Disabilities (UN), the 13th meeting of the Group of Experts on

Telecommunications/ICT Indicators (GEIT) and 10th meeting of the Group of Experts on ICT Indicators in the Home (GEH), and the 9th Digital Transformation Congress.
